Posed in the Final Manifesto of the First International Conference of Islamic World Publishers:

Establishment of the Permanent Secretariat of the International Conference of Islamic World Publishers in Tehran and providing the grounds for establishing the International Union of Islamic World Publishers
The Final Manifesto of the International Conference of Islamic World Publishers emphasized the establishment of the Permanent Secretariat of the Conference in Tehran.
Reported by the News Staff of the International Conference of Islamic World Publishers, it was also stipulated to provide the grounds of establishing the International Union of Islamic World Publishers in the Final Manifesto, which was undersigned by representatives of Islamic publishers of 32 countries who had attended at the Conference.
Moreover, as proposed and agreed by the participants and approved by the Council for Providing the Guideline Document and the Final Manifesto, Dr. Ali Zarei Najafdari was elected the General Secretary of the Conference.

The Final Manifesto of the First International Conference of Islamic World Publishers

The First International Conference of Islamic World Publishers was held on June 20-21, 2010 in Tehran, by participation of 32 worldwide countries’ publications representatives.
 The Conference was inaugurated with the lecture delivered by Dr. Mahmoud Ahmadinejad, the honorable President of Islamic Republic of Iran and Dr. Seyed Mohammad Hosseini, the Honorable Minister of Culture and Islamic Guidance as the invited figures of the host country. The Conference was followed with the expertise and professional lectures of distinguished scholars and publishers and also by five expertise meetings, the result of which is this Manifesto which has been proposed and discussed in the five expertise meetings and has been approved by the Council for Providing the Final Manifesto of the Conference as the Guideline Document.
We, the participants of the First International Conference of Islamic World Publishers, believe that:
1-    Human’s knowledge, culture and civilization have always been nourished by the Muslims’ innovations, guidelines and Islamic trainings. Muslims not only have innovated an exquisite cultural life in their own geographical arenas and in their unique specific political-economical systems, but also their special kind of science and intellectual and applied innovations have been developed to the areas beyond the Islamic World.
2-    Muslim scholars and authors, influencing the whole world and providing the cultural bridges, and reinforcing the interactive mentality, have provided the grounds for criticism and strengthening the balanced morale and have prevented the unilateral viewpoints of other cultures; this is all resulted from book and authoring.
3-    Our position and role in book and publication arena has been dwindled in both the Muslims and non-Muslims Geography within the last centuries. The important aims pursued by book authoring and publication by Muslims generally include promoting the divine culture and ideology, reinforcing the knowledge capacities and improving the status of human's life and promoting the worldwide peace and justice, however the distinguished aim of this Conference is generally the discussion and investigation of the technical and professional issues of publication which is basically serving the religious culture. 

    With respect to the fact that:
1-    Today, human being longs for the spiritual, divine and Quranic concepts
2-    Muslims need to renew their religious life
3-    Knowledge is the basis for life regulation and also the eternity of Islamic thought
4-    The factor of book and publication is the evolution basis in this regard
5-    Publication industry in the Islamic world resents from various pathologies and deserves an evolution
6-    The means and guidelines of publication have been changed basically and we notice the modern status and circumstances of publication especially in the Electronic world.
7-    Any appropriate evolution requires promotion of the intellectual rights and legal and right measures with respect to authoring, publication, and translation arenas.
8-    Through the evolution in publication economy, we can promote the Muslim publishers' activities.
9-    The efficient and up-to-date distribution system of the scientific works and resources is as significant as its production
10-    There is an organic relation amongst all the said key subjects and promotion of each one of them requires evolution in the other ones.

    And Confessing that:
1-    Effectiveness and success of Muslims in various key fields have been weakened and today, we play a little role in production of knowledge and the said pivotal subjects
2-    We are not adequately able to update our capabilities and satisfy the new needs of the human societies and simultaneously observe the spiritual and fundamental principles.
3-    We notice our weaknesses in policy making for dissemination and promotion of Quranic culture and its depth.
4-    Muslims deserve but have not entered in the electronic publication field and are not ready to play an effective role in this arena.
5-    We can observe lots of legal ambiguities regarding the rights, economy and morality of the authors’ rights in the Islamic world.
6-    Muslims don’t have industrial and administrative potentials to offer their capabilities to each other and human-being through a scientific and efficient distribution system and there is much difference amongst the existing status and the desirable status and it demands the joint productions. 
7-    Taking the scientific and applied steps in any field requires the cultural-intellectual and technical-professional needs assessment to provide a stable publication.
8-    All the aforesaid cases may be achieved through codependency amongst the Muslim publishers, translation of their works and exchanging their experiences and views.

    Emphasizing on the facts:
1-    Muslims have spiritual and asset resources and also young man powers, many of whom play their roles in the western world.
2-    Muslims hold potential and remarkable capabilities and resources in the publication arena and are privileged of historical experiences.
3-    Muslims live in any and far places in the world and may become the agents of promoting the justice and guidance for the whole human being.
4-    Promotion of book and publication standards improves Muslims' whole affairs in all aspects.
5-    The Islamic innovative ideas with respect to knowledge, legal and religious laws, and the related guidelines of publication and are meant to protect the publication rights.

    Decisions:
1-    The Islamic world publishers should define the “Action plan” and cooperate with each other to promote their professional – technical capabilities and improve the Islamic culture and thoughts prosperity not only through the Muslim countries but also the international arenas.
2-    It is expected that the accurate pathway, to be determined through the “Inter-Nation” network of interactions by Muslim publishers and through the next Conferences and on the basis of the precise views-exchanges, motivate the executive foundations and the parliaments of various countries to approve the require laws and regulations and allocate more investments in publication.
3-    The Muslim publishers, implementing a unified and independent network, and reinforcing the general field for satisfying the Muslims’ rights, especially the minority Muslims in the non-Islamic countries, make required attempts through the constructive consultations, and deal appropriately with the issues that have afflicted the Islamic world such as the thesis of Islamic terrorism, humiliating the Islamic symbols, and the other issues such as Palestine and take the practical measures to protect Islam's prestige and contribute to the Islamic Nation's unity without being influenced by the pressures put by the jobber politicians.
4-    The venue of the Permanent Secretariat of the Conference will be in Tehran
5-    As proposed and agreed by the participants and approved by the Council of Providing the Guideline Document and the Final Manifesto of the Conference, Dr. Ali Zarei Najafdari from Islamic Republic of Iran, was elected the General Secretary of the Conference and undertakes the significant responsibilities and the fundamental and legal affairs of the “Secretariat”.
6-    The Secretariat should provide the preliminary grounds for the establishing the International Union of Islamic World Publishers before the Second Conference and propose them in the Second Conference.
7-    The Secretariat is responsible to make his best attempts to provide a suitable venue and facilities for the Secretariat of the Conference.

    The whole delivered lectures will be published in a book in three languages of Farsi, Arabic and English by the General Secretary and will be submitted to the participants and the Islamic countries.
It’s noteworthy to mention that the First International Conference of Islamic World Publishers is terminated after the closing ceremony was held at the Iranian Center for International Conferences (ICIC).
